I think ok there must be heavy traffic but as I get closer I see there's nothing in front of them at all. The lights then start to switch to red & they put their foot down. Clearly did this just to hold others up at the lights. Later on see them at different points in the city & they're driving exceptionally slow for some unknown reason.
